In fire safety systems maintenance contracts, the source of disagreement is almost never price; it is the ambiguity of scope.When what is included and what is excluded is not documented, both parties apply their own understanding, and the difference emerges at the first serious fault.

We establish annual periodic maintenance contracts covering fire detection, water-based and gas suppression systems. We are based in Ankara and serve throughout Turkey.

How to Establish the Contract?

1. Inventory and current condition assessment

Before each contract, an on-site inventory is conducted: what systems exist, which brands, how many devices, how many zones, how many pumps, how many cylinders, the system's age, and any previous maintenance records if available. Without this assessment, any quoted price cannot be realistic — either uncovered systems will emerge or payment will be made for work that does not exist.

Non-conformities identified during assessment are documented as a separate list. These are not the subject of periodic maintenance, but are deficiencies that must be remedied first; confusing the two is the most common error in contracts.

2. Definition of scope

Headings that must be clear in the contract:

  • Which systems are included — detection, sprinkler, pump group, hydrant and cabinet, gas-based, foam-based, kitchen hood, emergency lighting must each be listed separately
  • Number of visits and work to be performed at each visit — which task will be performed at which interval
  • Included consumables — battery, cartridge, gasket, fusible coupling element, test aerosol
  • Excluded items — faulty device replacement, gas refill, piping revision, additional device installation
  • Malfunction response time and off-hours call conditions
  • Reporting format — device-level record, photographic non-conformity report, delivery method

3. Work division with building personnel

A common and efficient model is for frequently repeated simple checks (valve positions, pressure readings, indicator inspection) to be performed by building technical personnel, while comprehensive testing and measurements are left to the service company. In this case, the recording format that building personnel will use is established along with the contract and personnel are trained.

What Determines the Price?

Maintenance cost does not consist of a single item. The determining factors are: system variety (how many different systems), device quantity, number of pumps and cylinders, facility location and visit frequency, and whether consumables are included in the scope. Since these variables differ greatly from facility to facility, a sound price cannot be given without on-site inventory work. Why a Single Contract?

Obtaining mechanical and electronic maintenance from separate companies leaves the triggering chain between systems without an owner. The signal that the flow switch sends to the panel, the panel sends to the pump, damper, elevator, and announcement system falls between the two contracts. In a single contract, this chain is the responsibility of one party and appears as a separate heading in the maintenance report.

Legal Basis for This Maintenance

Regulation on Fire Protection of Buildings (BYKHY) maintenance of fire safety systems is defined not as an optional improvement, but as an obligation incumbent upon the building owner and administrator defines it as follows:

  • Article 84 — Emergency lighting, signage, and fire detection and alarm systems shall be subject to periodic inspection, testing, and maintenance as required by the system specified in the applicable standards, under the responsibility of the building owner and administrator or the building official to whom they have delegated responsibilities in writing.

This provides significant cost advantage in capacity upgrade and renovation projects.

The common aspect of both articles is this: the regulation does not prescribe the period itself, but refers it to the standard the system is subject to. In other words, maintenance frequency is set not by the regulation but by the standard the system was designed to (TS EN 12845 for sprinklers, the TS EN 54 series for detection, TS ISO 14520 for gas systems) and by the manufacturer's own manual. A specification that says "the regulation requires this frequency" is built on the wrong basis.

The Ministry's regulation guide explicitly requires retention of these records: information, documents, and records related to inspections, maintenance, and tests must be kept in a secure place by the building owner, administrator, or responsible party for submission to relevant authorities in any emergency. Maintenance being performed is not enough; it must be documented that it was performed.

Frequently Asked Questions

What determines the price of a maintenance contract?

System diversity, number of devices, number of pumps and cylinders, facility location, visit frequency, and whether consumables are included in the scope are determining factors. Since these variables differ greatly from facility to facility, a reasonable price cannot be provided without conducting an on-site inventory.

Does the contract include replacement of faulty equipment?

Periodic maintenance and fault correction are separate items. The contract must clearly state which consumables are included (battery, detector housing, gasket, etc.) and which items are excluded (faulty equipment replacement, gas refill, piping revision). When not specified, each maintenance visit becomes a subject of separate negotiation.

Our current system has deficiencies; should we address them first?

Yes, these are two separate tasks. Non-conformities identified in the survey are not the subject of periodic maintenance; they are deficiencies that must be addressed as a priority. Mixing these with the maintenance scope is the most common mistake in contracts; they must be reported as a separate list and planned separately.

Can a maintenance contract be made for our facility outside Ankara?

Yes. We are based in Ankara and provide service throughout Turkey. For out-of-city facilities, planned maintenance is carried out according to a calendar schedule; the conditions for fault response and planned maintenance are defined separately in the contract.
