There is no single “standard” in fire safety; several documents that do different jobs one sets the legal obligation, one certifies the device, one directs the design, one describes the maintenance. Much of the confusion arises from the assumption that they are the same thing.

Four Documents, Four Different Jobs

Ranking: Which Comes First?

  1. What does BYKHY say? — Is the system mandatory, which type? Design is not started without answering this question.
  2. Is the device certified? — Certification is sought for devices within the scope of TS EN 54.
  3. What is the design based on? — TS CEN/TS 54-14; NFPA 72 if contract says NFPA.
  4. What is maintenance for? — NFPA (especially NFPA 25) is the most detailed source here.

Which standard is mandatory in fire systems in Turkey?

Binding is the Regulation on Fire Protection of Buildings (BYKHY). This regulation determines which system is required in which building; license and fire brigade compliance are given accordingly. EN 54 is related to device certification and NFPA is related to international reference and does not replace the regulation.

What is the difference between EN 54 and NFPA 72?

EN 54 is a product standard: it defines how the detector, panel, siren should behave and how to certify. The NFPA 72 is a code: it describes how to design, install, test, and maintain the system. In other words, one looks at the device and the other at the system; they are not alternatives to each other.

Can I use a EN 54 device if NFPA is requested in my project?

It depends on how the contract is written. NFPA 72 requires “listed” equipment (listed by an organization such as UL/FM); if the contract seeks this strictly, EN 54 certification alone may not be sufficient. In most projects, the solution is a hybrid approach that bases the design on NFPA, product certification on EN 54, and is agreed in advance in writing with the employer. If this conversation is not made at the proposal stage, the cost will be incurred later.
