NFPA (National Fire Protection Association) is a United States-based organization that publishes over 300 fire codes. In Turkey it is not a legal requirement — however, NFPA is often the source that the industry actually refers to where BYKHY does not provide details.
What is NFPA?
NFPA is an independent organization established in 1896. The documents it publishes have the force of law in many U.S. states; in the rest of the world, they are reference standards used as. Its strength derives from the extensive accumulation of fire research and incident data behind each code.
In Turkey, you encounter NFPA in three ways:
- Through contract — An international employer or foreign main contractor writes NFPA compliance into the specification.
- Through insurance — When pricing risk at large industrial facilities, the insurer seeks a design criterion recognized internationally.
- Through gap-filling — On a subject where BYKHY provides no detail (calculation method, test period, a particular facility), the engineer refers to NFPA.
Which NFPA Number Covers Which System?
Detection and Alarm
| Number | Scope |
|---|---|
| NFPA 72 | Fire detection and signaling code — design, installation, testing, and maintenance of the detection system. The primary document on the detection side. |
| NFPA 70 (NEC) | Electrical installation code; fire system wiring is addressed under this scope. |
| NFPA 92 | Smoke control systems — pressurization and smoke exhaust. |
| NFPA 101 | Life Safety Code — escape routes, evacuation, and life safety. |
Suppression
| Number | Scope |
|---|---|
| NFPA 13 | Sprinkler systems. The source for hazard classification and water density calculation. |
| NFPA 14 | Fire cabinet and standpipe systems. |
| NFPA 20 | Fire pumps — the heart of sprinkler and hydrant systems. |
| NFPA 2001 | Clean agent suppression (FM-200, NOVEC, IG-541, etc.) — design concentration, discharge time, pressure relief. |
| NFPA 2010 | Fixed aerosol suppression systems. |
| NFPA 12 | Carbon dioxide (CO₂) suppression systems. |
| NFPA 11 | Foam suppression — low/medium/high expansion. |
| NFPA 750 | Water mist systems. |
| NFPA 96 / 17A | Commercial kitchen hood ventilation and wet chemical suppression. |
By Facility Type and Location
| Number | Scope |
|---|---|
| NFPA 75 / 76 | Information technology facilities and telecommunications centers. |
| NFPA 502 | Road tunnels, bridges, and overpasses. |
| NFPA 850 | Electrical generation facilities and high-voltage substations. |
| NFPA 30 | Flammable and combustible liquids — storage and processing. |
| NFPA 110 | Emergency and backup power systems (generators). |
Maintenance — Where NFPA is Most Used
| Number | Scope |
|---|---|
| NFPA 25 | Inspection, testing, and maintenance of water suppression systems. It specifies which component is tested at which interval (weekly, monthly, quarterly, annually, every 5 years). |
Maintenance is the area where NFPA has found the most acceptance in Turkey. The reason is simple: BYKHY mandates system installation but does not detail test and maintenance intervals. NFPA 25, on the other hand, provides a calendar that a facility manager can apply directly. For this reason, it is the most frequently cited document in maintenance contracts.
Difference Between NFPA and European Standards
| NFPA (USA) | EN / TS (Europe) | |
|---|---|---|
| Document type | Code — covers system end-to-end | Product standard + separate design guide |
| Product approval | "Listed / approved" (UL, FM) | Certification (under EN 54 scope) |
| Design source | NFPA 72, NFPA 13 | TS CEN/TS 54-14, EN 12845 |
| Maintenance source | NFPA 25 (very detailed) | Scattered; manufacturer instructions predominant |
| In Turkey | Binding if entered into contract | Governed through BYKHY |
The typical difficulty at the intersection of these two worlds is this: NFPA 72 demands "listed" equipment, but Turkey's supply chain is built on EN 54-certified equipment. The same device may have both UL and EN 54 certificates, but not all have both. If this issue is not clarified at the tender stage, cost and delivery time will change later.
Our Practical Approach
When NFPA comes up in a project, the sequence we follow is:
- First, BYKHY. Legal compliance is met in any case — if the system cannot obtain fire department approval, NFPA compliance is meaningless.
- Then, contract. If NFPA is required, which number and which edition year are documented in writing. The phrase "shall comply with NFPA" alone is not a measurable commitment.
- Then, conflict screening. Points where BYKHY and NFPA say different things are identified and the more protective one is applied; this is agreed in writing with the employer.
- Finally, equipment. Certification requirement (EN 54 / UL / FM) is verified before procurement.
If your project has an NFPA requirement, consult us: we clarify which numbers fall within your scope and whether any point conflicts with BYKHY during the discovery phase.
Frequently Asked Questions
Are NFPA standards mandatory in Turkey?
No. The binding regulation in Turkey is the Regulation on Fire Protection of Buildings (BYKHY). NFPA is not a legal requirement. However, if your contract, insurance policy, or main contractor's specifications require NFPA compliance, it becomes a commitment for that project and becomes binding.
What is NFPA 72?
It is the United States fire detection and signaling code. It covers the design, installation, commissioning, testing, and maintenance of fire detection systems. Its counterpart in Europe is not a single document: on the product side EN 54 series, on the design side TS CEN/TS 54-14 share this responsibility.
What happens if BYKHY conflicts with NFPA?
Since BYKHY is the legal basis in Turkey, the regulation must be met in all circumstances. The practical rule applied at conflicting points is to select the more protective requirement and to agree on this in writing with the owner. If this review is not done at the proposal stage, the work returns in later phases as a cost difference.
Which NFPA standard applies to gaseous suppression systems?
Clean gaseous suppression systems (such as FM-200, NOVEC 1230, IG-541) fall under NFPA 2001; critical criteria such as design concentration, discharge time, and pressure relief come from this standard. Aerosol systems fall under NFPA 2010, and carbon dioxide systems fall under NFPA 12.
Can we use NFPA 25 for maintenance periods?
Yes, and it is commonly used in practice. BYKHY makes system installation mandatory but does not specify the details of test and maintenance periods. Since NFPA 25 provides item-by-item guidance on which component should be tested at what frequency in water suppression systems, it is the most frequently referenced source in maintenance contracts.
